QUALITY SPECIALIST – FULL TIME
- Provide technical assistance, training, and support services to center-based programs to improve program quality and meet Head Start Program Performance Standards.
- Provide Infant/Toddler Environment Rating Scale and non-ITERS-based intensive technical assistance through agreed-upon quality improvement plans.
- Providing training and support in curriculum, infant/toddler development, child assessment, family engagement, primary caregiving, and special needs.
- Training and assisting center administrators with all documentation and reporting requirements.
- Supporting centers in enrolling children into the Early Head Start – Child Care Partnership “Babies Step Forward” program and engaging families in the program.
- Promoting CDA (Child Development Associate) training and reinforcing the application of Early Head Start-Child Care Partnership knowledge and skills in the classrooms.
Requirements: M.S Ed (preferred), Bachelor’s Degree in Early Childhood Education with a specialty in Infants/Toddlers or related major. Minimum of three (3) years of administrative, teaching, and training experience. Knowledge of CDA Credential System and Head Start Program Performance Standards. Must be able to lift up to 50 lbs. Valid driver’s license and excellent driver’s record.

DEVELOPMENTAL SPECIALIST – FULL TIME
- Perform special needs consultation in centers
- Greet and interact with center children, families, and staff in a warm and respectful manner
- Organize screenings within 45 days of children’s entrance into the program and enter scores in the Child Plus database
- Coordinate with center staff to identify children with special needs
- Be available for consultation and referral for special services according to Early Intervention and CPSE procedures
- Train teachers and parents on typical and atypical child development
- Meet with parents to discuss screening results and special needs, and provide appropriate activities for home.
- Make referrals to outside agencies.
- Function as liaison between agencies, programs, and Head Start centers
- Prepare summaries on children in their caseload who require individual or small group support
- Maintain confidentiality of students, parents, program, and all materials handled in the performance of duties and responsibilities
- Enter and maintain Disability and IEP information in Child Plus
- Ensure compliance with Head Start Performance Standards for children with special needs
- Other tasks as assigned
Requirements: Bachelor’s Degree in Early Childhood, Child Development or related field. Ability to travel to multiple sites. Must have own transportation

HEALTH SPECIALIST – FULL TIME
- Determine the child’s health status at intake and facilitate ongoing continuous and accessible care
- Maintain, track and update children’s health files
- Observe children and confer with parents and staff regarding health and nutrition
- Communicate with parents regarding child’s screening results and/or health issues and services
- Keep current with community health issues and services
- Greet and interact with center children, families and staff in a warm and respectful manner
- Maintain first aid supplies
- Attend Health Services Advisory meetings and Monthly Health Specialist meetings
- Attend home visits as needed
- Outreach with the community to promote the WestCOP ECE program and establish medical referrals, contacts, etc.
- Other tasks as assigned
Requirements: Health Human Services or Public Health degree with a BA or MA

INFANT/TODDLER TEACHER – FULL TIME
- Create and maintain a developmentally appropriate environment
- Greet and interact with center children, families, and staff in a warm and respectful manner
- Plan and execute activities following the Infant & Toddler Creative Curriculum and Early Learning Outcomes Framework (ELOF)
- Maintain children’s education files. Monitor and document children’s development using TSG Gold, ITERS, and ASQs.
- Other duties as assigned.
Requirements: Infant/Toddler CDA required or AA (18 credits) equivalent credit in infant and toddler early childhood education coursework.

SUBSTITUTE INFANT/TODDLER TEACHER
- Help maintain a developmentally appropriate environment
- Support classroom staff in implementing curricular activities
- Greet and interact with center children, families, and staff in a warm and respectful manner
- Follow health and safety protocols at all times
- Ensure the safety of all children and always supervise children by sight and sound at all times
- Know appropriate emergency evacuation procedures

Requirements: Must be willing to obtain a CDA within 18 months of hire or AA equivalent in early childhood education. Ability to travel to multiple sites. Must have own transportation. Must be able to lift up to 50 lbs.

EDUCATION & PROFESSIONAL DEVELOPMENT COORDINATOR
- Develop and administer systems that promote career development for WestCOP staff members
- Ensure that WestCOP Early Childhood Program staff is knowledgeable in using Child Outcomes data to promote Developmentally Appropriate Practice.
- Coordinate all reporting and aggregating of outcomes data
- Determine the training needs of the early childhood programs within WestCOP.
- Provide training and support on Teaching Strategies GOLD
- Produce Teaching Strategies GOLD School Readiness Outcomes Report three (3) times per year
- Coordinate Teaching Strategies GOLD and Child Plus management databases
- With the approval of the Policy Council, seek out funds and resources for career training purposes to meet identified needs of the various programs and components
- Coordinate and appraise methods of providing training and educational opportunities to all staff members
- Meet regularly with Education and Developmental Specialists to facilitate training and serve as an Early Childhood Education resource
- Participate and conduct Regional Health & Safety Committee checks
- Make site visits to centers to observe program, meet with staff, evaluate training impact on quality of program, and share concerns
- Collaborate with Center Directors to evaluation the performance of Education Specialists
- Coordinate assessment, reporting, and aggregation of Child Outcomes data on an individual site basis as well as on a program basis
- Maintain confidentiality of students, parents, program, and all materials handled in the performance of duties and responsibilities
- Other duties as assigned by the Program Director
Requirements: Master’s Degree in Early Childhood Education, NY State Certification in Special Education, NY State Teaching Certification B-2. Administrative, supervisory, and training experience. Knowledge of CDA Credential System and AA requirements. Knowledge of Head Start Performance Standards. Knowledge of Child Outcome Framework. Knowledge of self-assessment and reporting system. Must be proficient with Microsoft Suite – Word, Excel, Publisher. Ability to travel to multiple sites. Valid driver’s license and excellent driver’s record. Must have the ability to lift up to 50 lbs.
