Fiscal Policies & Procedures – Rev. 9/26/2024

Dear Board Members,

Over the past 18 months, WestCOP has received valuable technical assistance from the
Department of Health  & Human Services in the area of fiscal management. During this period,
there have been updates and clarifications to the Federal OMB Circular, along with some minor
operational changes. To ensure compliance and accuracy, our legal team at DHC has worked on
updating the May 2022 version of our fiscal policies.

Attached, you will find the final updated version of the fiscal policies, dated September 26,
2024, along with three revision documents that highlight the changes made. Please take a
moment to review these documents and confirm that you have received them, as well as
acknowledge the publication of the updated policies.

Be it resolved that the Fiscal Policies of the Westchester Community Opportunity Program, Inc.,
are hereby updated as of September 26, 2024.
